As an NBC affiliate, the station debuted on UHF channel 15 on September 19, 1953. Peninsula Broadcasting Corporation, along with WVEC radio, signed on. Peninsula Broadcasting Corporation is co-owned by Hampton businessman Thomas P. Chisman and numerous other owners. WAVY-TV (channel 10) gained the NBC affiliation two years after going on, then the station flipped to ABC in 1959. WVEC-TV was briefly linked with the NTA Film Network in the late 1950s.

UHF channels were not as popular as VHF stations at the time, and the Federal Communications Commission (FCC) had not yet mandated that television sets have UHF tuners. WVEC-TV switched to its current position on VHF channel 13 on November 14, 1958. Current PBS member station WHRO-TV would take over the channel 15 slot two years later.
